The obverse features an eagle with a chain on one leg flying through a circle of barbed wire, with the reverse featuring the plan of the proposed National Prisoner of War Museum. This coin, and the Museum it helped fund, observes the tribulations of prisoners held by foreign military powers throughout the United States.
